Ivory Coast

Parliamentary by-elections in the mainly Muslim north. Results : the old ruling Democratic Party (PDCI)won 15 of the 24 seats in re-run parliamentary polls in northern Ivory Coast, the Rally of the Republicans (RDR) of former Prime Minister Alassane Ouattara won four seats, Gbagbo's Ivorian Popular Front (FPI) won no seats, with independents taking the remaining five. The turnout was just 13%.

(Tyumen Oblast)

Gubernatorial election. Results : Vladimir Butov was re-elected according to preliminary results. Butov received 68.11% of the vote to Aleksandr Shmakov's 13.67%.

Portugal

Presidential election. Results : In presidential elections, incumbent Jorge Sampaio (Socialist) wins 55.8% of the vote and Joaquim Ferreira do Amaral (Social Democrat) 34.5%. Turnout is about 50%.

Cape Verde

Legislative elections. Results : In parliamentary elections, the African Party for the Independence of Cape Verde (PAICV) wins at least 37 of 70 seats, defeating the ruling Democracy Movement.

United States

Robert E. Wise, Jr. “Bob Wise” is inaugurated as governor of West Virginia.

Wise, 52, earned his bachelor's degree from Duke University and his law degree from Tulane University's School of Law. His wife Sandy is counsel to the House Ways and Means Committee, a position she held when Bob arrived in Washington. They have a home in Clendenin, and have two children, Robert and Alexandra. Political experience its West Virginia State Senate, 1981-1983. US House of Representatives, 1983-1999.

Philippines

Vice President Gloria Macapagal-Arroyo is sworn in as president after the chief justice proclaimed the presidency vacant, following the resignation of several ministers from President Joseph Estrada's cabinet.

Born on 1949 in San Juan, Manila Arrooy studied High school valedictorian in Assumption Convent, Magna cum Laude in Assumption College, and a Dean's List Student in Georgetown University in Washington, D.C. She is a Doctor of Economics.
