Parliament voted to change the way more than half its members are elected ahead of an October general election. Under the new electoral law, 71 of the parliament's 141 members will defeat rivals for their seats if they receive the most votes in a single round of balloting. Previously they had to win 50 percent of the votes or face a run-off against their nearest competitor. Most seats had second round ballots in past elections. The parliament's 70 other seats are allotted according to the proportional popularity of the political parties at the ballot box. Analysts said the new law, which revived legislation vetoed by President Valdas Adamkus, will boost the prospects of the ruling Homeland Union (conservative) party.

G8 : Okinawa Summit. Leaders of the eight most powerful nations wrap up their annual summit fresh from drawing up ambitious plans to help poor countries reduce their debts and join the information technology (IT) revolution. They have worked briskly through an array of long-term issues, from combating AIDS to the aging of their societies, but failed to find common ground on Saturday on the vexed issue of how to handle trade in genetically modified (GM) food. The Group of Eight pledged Saturday to set up a ``dot force''(digital opportunity task force) to help poor nations join the information technology revolution and someday leave the Third World behind. Clearly, they are sending a message to the world that all people should have access to basic education, modern technology and the tools to fight infectious diseases.''
