Tajikistan

In by-elections in three constituencies on 3 December, a member of the ruling Democratic People's Party of Tajikistan (DPPT) ran unopposed in a Dushanbe constituency, and a second DPPT candidate defeated a rival member of that party in Kurgonteppa, with 62.2 percent of the vote. In Karategin, an independent candidate ran unopposed.

Austria

In state elections in Burgenland, the Social Democratic Party wins 46.6% of the vote (17 seats), the Austrian People's Party 35.3% (13), the Freedom Party 12.6% (4), and the Greens 5.5% (2). Turnout is 82%.

Russie

In presidential elections in the Mari El republic, Leonid Markelov wins 29.2% of the vote and incumbent Vyacheslav Kislitsyn 25.2%. Turnout is 58.6%. A runoff will be held December 17.

China

Former Justice Minister Gao Changli had been removed from office, suggesting he was in political trouble. Replaced by Zhang Fusen, Deputy General Secretary of Beijing's Communist Party Committee, pending approval by the National People's Congress (NPC), or parliament.

Romania

Election results : The PDSR will have 155 seats in the Chamber of Deputies, the Greater Romania Party (PRM) 84, The Democratic Party 31, the PNL 30, and the Hungarian Democratic Federation of Romania (UDMR) 27 seats. Eighteen deputies will represent national minorities' organizations. In the Senate, the PDSR has 65 seats, the PRM 37, the Democrats and the PNL 13 each, and the UDMR 12.

10 December : presidential runoff. Ion Iliescu won a 70 percent to 30 percent victory over 51-year-old publisher Corneliu Vadim Tudor.

South Africa

Elections results : About 93 percent of voting stations around South Africa have submitted their results so far. The national popular vote shows the African National Congress (A.N.C.) at 59.7%, the Democratic Alliance (D.A.) at 23.2% and the Inkatha Freedom Party (I.F.P at 8.7%. The A.N.C. has secured four of the six metro areas but will have to enter into an alliance in order to control Durban. The D.A. has won the Cape metro.

Finland

National holiday : Independence Day (1917)(From Russia).

Ruled by Sweden from the 12th to the 19th centuries and by Russia from 1809, Finland finally won its independence in 1917.

Switzerland

The Swiss parliament elected Samuel Schmid a member of the right-wing Swiss People's Party (SVP) to the cabinet as a successor to outgoing President and Defence Minister Adolf Ogi.

Ghana

General election in Ghana- presidential and parliamentary. The opposition candidate of the New Patriotic Party (NPP), John Agyekum Kufuor had 48.4 percent of the vote, compared to 44.8 percent for Vice President John Atta Mills,favored by incumbent president rawlings. In the parliamentary election, Kufuor's New Patriotic Party wins 97 seats against 90 for the ruling National Democratic Congress. Turnout is just over 60%.

Leaders of the 15 EU countries need to agree on reforms to equip the European Union for the addition of 12-15 more nations.

Kossovo

(United Nations)

Secretary-General Kofi Annan named Hans Haekkerup, the current Defence Minister of Denmark, as his new Special Representative in Kosovo to replace Dr. Bernard Kouchner, who has headed the United Nations Mission in Kosovo (UNMIK) since July 1999. The changeover is expected to take place in January.

Prime Minister Ionatana Ionatana dies. Deputy Prime Minister Lagitupu Tuilimu becomes acting prime minister.

Israeli Premier Ehud Barak resigns. Former premier Nettanyahou declared himself candidate to the post for his party, the Likoud.
