Finland

Tarja Halonen wins the presidential election (2nd round) runoff with 51.6%, compared to 48.4% for Esko Aho. Turnout is 80%. On February 25 Erkki Tuomioja replaces Halonen as foreign minister.

Japan

Osaka prefecture, Gubernatorial election. Fusae Ota will succeed Knock Yokoyama, who stepped down as governor of Osaka in December following charges he sexually harassed a campaign worker. Ota had received 1,232,623 votes, followed by Ajisaka with 924,989 votes, Hiraoka with 524,117 and Mikami with 21,361. Fusae Ota Becomes First Woman Governor

Croatia

In the presidential election (2nd round) runoff, Stipe Mesic of the Croatian People's Party wins 56.2% of the vote and Drazen Budisa of the Croatian Social Liberal Party 43.8%. Turnout is 61.5%. Mesic is inaugurated February 18.

Yugoslavia

Defense Minister Pavle Bulatovic is assassinated. On February 15 Gen. Dragoljub Ojdanic is appointed defense minister.

President Kostis Stephanopoulos is reelected with 269 votes in the 300-member parliament. His only opponent, Leonidas Kyrkos, receives 10 votes.

Former chairman of the Presidium of the Grand National Assembly (1958-61) and chairman of the Council of Ministers (1961-74) Ion Gheorghe Maurer dies.

Lois E. Hole, 16th Chancellor of the University of Alberta is sworn in as lieutenant governor of Alberta.

Former foreign minister (1972-74) Ji Pengfei dies.

Gibraltar

The Social Democrats of Chief Minister Peter Caruana win 54% of the vote and 8 of 15 seats in parliamentary elections, and the Socialist Labour Party 44% and 7 seats. Turnout is 83%.

Zimbabwe

Zimbabwe, Referendum on draft constitution. That voters in Zimbabwe delivered a crushing blow to President Robert Mugabe by rejecting a proposed new constitution. That opposition's "no'' campaign had won 697,754 votes or 55 percent against 578,210 for the "yes'' vote with all Zimbabwe's 120 constituencies declared. Turnout was low with just over 1.3 million Zimbabweans voting out of a total voting population of about five million.
